Tetra Tech is recruiting for a Grants Manager to execute the Inclusive Energy Sector Workforce (IESW) Activity under the Millenium Challenge Account (MCA) Kosovo Just and Equitable Transition Acceleration Project.  The IESW Activity aims to improve the energy working environment for women to enable them to enter and succeed in the sector. This activity will promote gender-equitable practices among energy sector employers, provide technical assistance and grants to help increase female representation in energy companies in Kosovo and support networking, mentoring, and other educational and learning opportunities for women. The implementation period for the IESW is expected to be from June 2024 to May 2028.

The Grants Manager position is designated as key personnel in the contract and will administer all activities to award approximately 50 grants from a multimillion euro grant fund.  This position will report to the project’s Team Leader and will work closely with the Tetra Tech Contracts Manager and MCA Director of Grants. This position is full time, located in Pristina, Kosovo, and contingent on MCA Kosovo approval.  

 Position responsibilities

  • Administer all grant activities, including the application process, prescreening, eligibility checks, selection, negotiation and award of grants; prepare  grant packages for approval by MCA Kosovo; organize grantee onboarding; monitor grantee progress and adherence to agreement terms and conditions; and ensure compliance with grant award closeout requirements.
  • Conduct workshops or virtual information sessions to generate interest in grant program opportunities, answer questions, and share any relevant program information.
  • Ensure compliance of all grant processes with the approved grants operations manual, Tetra Tech policies, and MCA Kosovo and MCC Program Grant Guidelines.
  • Develop forms and templates necessary to administer the grants program and update the grants manual as needed.
  • Receive and submit claims or disbursement requests, review reports submitted by grantees, maintain grants tracker electronic records, and support evaluations and audits.
  • Conduct site visits to verify grant-funded activities are in accordance with the grant terms and conditions.
  • Provide inputs on grant activities for presentations, reports, and other outputs as requested by the client and/or Tetra Tech.
  • Perform other relevant duties as assigned. 

  Minimum qualifications

  • Bachelor’s degree in business management, public administration, law, accounting, finance, international development, or related field
  • 7 years of professional experience developing and managing international grant programs of $1 million and above including experience with systems, policies and procedures similar to MCC’s Program Grant Guidelines
  • Demonstrated ability to coordinate and collaborate with numerous domestic and international stakeholders and counterparts in facilitating grants solicitations, management, and monitoring and ensuring quality on grant activities
  • Working familiarity with international best practices in grant making
  • Practical knowledge of the complete cycle of grant development, implementation and budgeting
  • Working knowledge of subgrantee operations including guidance on applicable regulations
  • Proven ability to work across finance and program teams to support the development of subgrantees’ proposed work plans and budgets
  • Proven experience implementing gender and social inclusion grants
  • Proven attention to detail and experience with development of strategies to ensure grant execution and administration, adherence to reporting requirements, and working with finance managers
  • Practical knowledge of the preparation of applications, grants and financial reports, budget modifications, and reconciliations
  • Excellent organizational, time management, written communication, and critical thinking skills
  • Ability to successfully prioritize and focus in a multifaceted international environment
  • Strong cross-cultural and communication skills
  • Proficiency in Microsoft Office Suite and grants databases
  • English language proficiency  

Valued qualifications

  •      Master’s degree preferred
  •       Prior work experience on MCC programs in Kosovo
  •       Albanian language proficiency 

Line management responsibility

  •      The Grants Manager will supervise one associate.
