Project Summary:

The Monitoring, Evaluation and Learning Support (MELS) activity supports the Mission’s implementation of USAID/South Sudan’s Strategic Framework (2020-2024) through effective monitoring and evaluation (M&E) processes in support of adaptive management and ensuring alignment with the USAID Program Cycle, as well as supporting the Mission’s organizational learning and knowledge management agenda. The MELS activity serves as the Mission’s primary mechanism for monitoring, evaluation, and learning and adaptive management services for ongoing activities and programs. In a dynamic operating environment, MELS provides USAID/South Sudan with flexible, demand-driven technical, analytic, and advisory support in order to strengthen collaboration, learning and adapting (CLA); train and build the capacity of USAID staff with a particular focus on Foreign Service Nationals (FSN); promote institutional memory; produce monitoring, evaluation, learning products as appropriate; strengthen knowledge management and organizational learning (KMOL), organizational effectiveness and operational efficiency; and strengthen data-driven decision-making through an efficient use of GIS and other innovative spatial analysis.

Position Summary:

The Field Monitor will be responsible for monitoring and verifying activities implemented by USAID/South Sudan’s implementing partners (IPs) across South Sudan. The Field Monitor will also be responsible for collecting data on contextual indicators to assess external factors that could affect activity implementation on the ground. The Field Monitor will assist in designing and refining monitoring tools and protocols and will report to the Third-Party Monitoring (TPM) Manager. This is a Short-Term Technical Assistance (STTA) position based in Juba, South Sudan with a period of performance from July to September 2024.

 

Responsibilities:

  • Contribute to the development and review of TPM tools and protocols as warranted.
  • Monitor and verify all IP’s project plans, activities, and progress towards achieving project outputs including monitoring conflict triggers and analyzing context in which projects operate.
  • Monitor and assess overall progress on achievements of results, including access, availability of services and products.
  • Provide feedback of the monitoring and verification findings to technical teams, USAID Contracting Officer Representative/Agreement Officer Representatives (COR/AORs), and IPs.
  • Prepare monitoring reports, debrief presentations and report to TPM manager.
  • Observe and verify soft and hard activities in the field using technology-based data collection techniques.
  • Coordinate and conduct site visits, which may include remote monitoring.
  • Confirm the accuracy of data reports by partners in the quarterly and annual reports.
  • Verify compliance issues at project sites including gender, branding, and environment.
  • Participate in reviewing draft monitoring reports by the Field Monitors.
  • Complete and multi-task by establishing priorities while taking into consideration special assignments, changing priorities, frequent interruptions, available resources, and meeting deadlines.
  • Establish, build, and maintain effective relationships with staff and clients to facilitate the provisions of monitoring support.
  • Perform any other duties assigned by the TPM Manager.

 

Qualifications:

  • Bachelor's degree in social science or related field is required.
  • Minimum three years of experience monitoring and/or implementing development projects is required.
  • Experience working in complex field environments within South Sudan is required.
  • Experience with and knowledge of M&E principles is required.
  • Experience in designing tools and protocols for data collection, analysis, and reporting is preferred.
  • Strong knowledge of data collection applications is preferred.
  • Strong communication, presentation, and interpersonal skills required.
  • Strong written and oral language skills in English required. Working knowledge of Juba Arabic and one or two local languages preferred.
