Project Summary
Tetra Tech is implementing the five-year, USAID-funded Power Africa Empower West Africa Program. Building on a decade of Power Africa success, Empower West Africa aims to close the energy poverty gap in the region by increasing the supply of and access to affordable, reliable, and sustainable electricity. By 2029, Empower West Africa aims to establish six million new electricity connections; reach financial close for 2,500 megawatts of new generation capacity; construct 1,500 kilometers of new power lines; and achieve sales of 40,000 productive use of energy (PUE) devices.
Position Summary
The Energy Planning Specialist will support the Empower West Africa planning activities. This will include independently leading discussions with utilities and stakeholders on planning objections and outcomes. The specialist will also support the technical team, develop executive style presentations, review technical reports related to clients’ energy sector needs, and support the USAID leadership teams. The position will involve regional and international travel to execute technical tasks in collaboration with local project personnel, project stakeholders, and clients.
Position Responsibilities
Technical
- Experience and knowledge in the field of power system analysis, including load flow, short circuit, dynamic and transient stability, harmonics, protection, arc flash, electromagnetic transient switching and insulation coordination studies.
- Autonomously lead discussions and engagements with utilities and relevant stakeholders in planning activities.
- Independently produces scope of works and concept notes.
- Work closely with the team of technical specialists.
- Review technical reports.
- Produce executive-style presentations.
- Perform other related duties as assigned.
Project management
Technical

- Perform other related duties as assigned.
Project management
- Collaborate on the preparation of reports and presentations to clients.
- Interact and coordinate with experts from other Tetra Tech operating units, as necessary.
- Interact with clients, suppliers and subcontractors.
- Appraise the work carried out by the technical staff.
- Collaborate with the field-based teams and home office staff on work-planning, activity design, scheduling and implementation, drafting technical justifications for client approvals, and reporting and budgeting.
- Supervise and coordinate technical services, prioritize the activities in-country, and provide thought leadership and technical support as needed to accelerate a support activity.
- Provide USAID support to HOPM, DCOP, COP.
- Travel regionally.
Required Qualifications
- Bachelor’s degree in engineering such as BSc or BEng.
- Five years of relevant work experience in energy system planning.
- Adaptable and able to work both independently and as part of a team.
- Able to confidently build and maintain external and internal relationships.
- Detail-oriented and careful approach to completing assignments and strong research capabilities, using a variety of primary and secondary sources.
- Ability to prioritize and manage time effectively to meet deadlines and client needs.
- Highly motivated to learn on the job, interface with clients, and undertake training.
- Excellent oral and written communication skills in French and English.
Preferred but Not Required Qualifications
- Postgraduate degree such as MSc, MEng, or PhD.
- Energy sector experience in a technical role.
- Commercial awareness Operations experience.
- Knowledge of modeling tools and Python.
