Project Summary:

MSI anticipates implementing an Iraq Youth Assessment for the United States Agency for International Development (USAID) to provide an analysis on the current status of Iraqi youth, along with current challenges they face that will help inform the USAID/Iraq Mission’s Country Development Cooperation Strategy (CDCS).

Position Summary:

The Deputy Team Leader (DTL) will be on a short-term assignment to support the Youth Assessment. The DTL will report to the Team Leader to effectively coordinate a team of Iraqi-based Researchers for data collection, analysis, and consolidating findings. The DTL will provide critical technical expertise and will be responsible for contributing to high-quality deliverable drafts and carry out the tasks listed below, in coordination with the Team Leader, MSI and USAID/Iraq. The anticipated timeline for this assignment is December 2024 through May 2025.

 

Responsibilities:

  • Contribute to the design and develop the Inception Report to include the overall Youth Assessment work plan, research design, methodology, timeline/schedule, research questions, list of key informants (KIs) and desk research sources in coordination with the Team Leader.
  • Support desk research including review of background documentation from the USAID/Iraq Mission and other sources and synthesize into summary analyses for the Team Leader as necessary.
  • Support the formulation of the interview protocols for KIIs and virtual and/or in-person focus group discussions which will guide the local level data collection and complement gaps identified during the desk analysis.
  • Supervise three teams of Qualitative Researchers including Youth Researchers in 2-3 field sites in Iraq and oversee and ensure timely coordination of the Researcher´s field work and consolidation of the information. 
  • Participate in planning and biweekly update meetings with the USAID Iraq Mission and MSI as requested by the Team Leader.
  • Coordinate the research team in qualitative data analysis and synthesize findings following the recommendations of the Team Leader.
  • Support preparation of a preliminary youth assessment findings workshop.
  • Support the Team Leader to consolidate responses to queries and incorporate feedback and requests for revisions received.
  • Provide inputs for the Youth Assessment Report for submission outlining the comprehensive assessment findings with actionable recommendations tailored to inform the USAID Iraq Mission´s CDCS and future programming decisions.
  • Consolidate USAID Iraq Mission feedback, recommendations, and incorporate into the Final Report.
  • Support a post-assessment Utilization Workshop session and presentation with the USAID Iraq Mission focused on the complete analysis, key findings recommendations, and recommendations for programming as needed.
  • Participate in briefings as requested by the Team Leader and USAID providing findings, conclusions, and recommendations to USAID/Iraq and/or ME/TS stakeholders.

 

Qualifications:

  • Bachelor’s degree in a relevant field required. Master’s degree preferred.
  • Minimum seven years of professional work experience relating to the areas of positive youth development, democracy, governance, and conflict required.
  • Experience serving as DTL/Senior Researcher managing and training highly specialized, diverse assessment teams with qualitative research in dynamic international development programs is preferred.
  • Experience conducting donor funded, preferably USAID, assessments required.
  • Experience engaging and/or working in the MENA region required.
  • Experience working on/in Iraq highly desired.
  • Familiarity with USAID’s approach to youth, including the 2022 Youth in Development Policy.
  • Strong writing, analytical, and interpersonal skills.
  • Ability to adapt in meeting the client’s needs and requirements.
  • Fluency in English required. Working knowledge of Arabic preferred.
