Project Summary:

The Rapid Response activity is a two-year project that seeks to improve stability in conflict affected areas, particularly in the northern West Bank. It aims to alleviate grievances, to strengthen communities’ abilities to withstand shocks and stressors, and to provide opportunities for youth impacted by violence and conflict. Managed under the GISR MENA mechanism, the activity will operate to respond to immediate and emergent needs, to improve short-term stability in specific geographic areas.

Position Summary:

The Deputy Chief of Party-Programs (DCOP-P), under the overall direction of the Chief of Party (COP), will lead the program and technical aspects of the project, including technical development of grant and procurement activities. The DCOP-P will also represent the activity as a seasoned networker with an outward facing role championing thought leadership and positioning the project with relevant Palestinian community groups, associations, civil society organizations (CSOs), municipalities, and other government agencies. The DCOP-P will report to the COP and is based in Ramallah.   

 

Responsibilities:

  • Support the COP in ensuring sound program start up, implementation and delivery of grants, goods, and services in accordance with approved work plan and activity statement of work.
  • Serve as a subject matter expert in a senior technical role as a master networker and coordinator.
  • Provide expert analysis and recommendations for programming.
  • Work with the COP, Deputy Chief of Party-Operations (DCOP-Ops), Grants Manager, MSI Headquarters (HQ) Technical Director, and USAID/West Bank-Gaza to formulate program strategy and coordinate across teams to ensure timely implementation of work plan activities.
  • Prepare for and conduct regular project development and implementation briefings in coordination with the COP with USAID/West Bank-Gaza.
  • Travel to remote and often high-risk areas to reach the most strategically targeted communities for assessments when needed, particularly in the northern West Bank, if permitted.
  • Supervise a team to consist of the following, which is subject to change as the project develops,:
    • Field Program Specialists working to support grants and activities.
    • Communications and Outreach Specialist focused on local and partner communications.
    • Engineer working on the non-structural cosmetic and beautification activities.
  • Develop activity ideas that further program objectives, lead development of ideas into grant or procurement initiatives, and then help teams and partners problem-solve implementation issues and challenges with Program Specialists and local partners.
  • Liaise with grantees and counterparts to ensure smooth implementation of grants, goods and services in partnership with the team.
  • Maintain working relationships and liaise with project counterparts as well as international organizations, USAID IPs, UN Agencies, and local and national authorities as appropriate with the COP.
  • Oversee and provide expert input into the design of local communication and messaging among diverse Palestinian audiences, and contribute to USAID communication, reporting, and messaging while working closely with the COP and team.
  • Track activity progress and collaborate in the response to ad hoc requests for information as well as frequent reporting to USAID.
  • Perform other duties as assigned.

 

Qualifications:

  • Bachelor’s degree International Affairs, International Development, or Conflict Mitigation and 12 years of relevant work experience required.
  • Master’s degree International Affairs, International Development, or Conflict Mitigation and eight years of relevant work experience preferred.
  • Experience serving in a technical advisory role and/or field research role as a Senior Technical Advisor, Lead Field Researcher, COP, DCOP, Regional Program Manager, Deputy Country Representative or Office Director with technical responsibilities is required.
  • Knowledge of USAID policies and business practices are required, especially developing various types of grants (in-kind, cash, and simplified) and activities for the direct procurement and delivery of assistance.
  • Strong adaptability, communication, proactive problem-solving, service orientation, and inter-personal skills required.
  • Ability to work effectively and harmoniously under pressure in a stressful environment and with colleagues from different cultural and professional backgrounds required.
  • Sound understanding of the West Bank and Gaza political, social, and economic landscape.
  • Proven track record of institutional relationships at the local and national levels in the West Bank and Gaza.
  • Fluency in Arabic and proficiency in English required.
