Project Summary:
The purpose of CIR is to protect and improve Kosovo’s cyber security governance and build capacity in responsible government institutions and targeted critical infrastructure to become more resilient to cyber-attacks. This activity will work with the Government of Kosovo (GOK), the private sector, and other relevant organizations. The purpose will be achieved through three mutually supportive objectives. 1. Governance - Strengthen cybersecurity governance for and institutional coordination with critical infrastructure owners and oversight bodies. 2. Capacity Building - Build short- and long-term technical and human capacity to plan for, respond to, and recover from cyber incidents. 3. Technology and Procurement - Support the identification, prioritization, and procurement of cybersecurity technology solutions
Position Summary:
Tetra Tech is searching for a Deputy Chief of Party (DCOP) for the anticipated USAID Kosovo Critical Infrastructure Resilience (CIR) Activity. The DCOP serves as the overall project manager and team leader. The DCOP will liaise directly with the Chief of Party (COP) and will be involved in all activities and tasks of the project. The position is a full-time assignment with benefits and is contingent upon contract award. Candidates must be based in and authorized to work in Pristina, Kosovo for the duration of the assignment
Position Responsibilities:
- Act as overall administrative manager of field operations and back-stop the COP on all aspects of Kosovo CIR’s activities.
- Lead all technical activities, work planning, MEL results delivery, and counterpart liaison.
- Provide senior management support and strategic technical implementation.
- Serve as acting COP in the absence of the COP.
- Lead the implementation of the following USAID Guiding Principles: New Partnerships Initiative; Collaboration, Learning and Adapting (CLA).
- Shadow the COP in client engagement, administrative work, as well as in managing the objective leads and the COP’s area of responsibility in implementing USAID Guiding Principles.
- After two years, transition into the COP role.
- Perform other related duties as assigned.
Required Qualifications:
- A master’s degree in computer science/management information systems/IT or a related field.
- 5+ years’ of progressively responsible experience in the cybersecurity sector.
- 5+ years of project management experience, preferably related to cybersecurity projects.
- 5+ years of experience in developing and delivering curricula and capacity building and training.
- Demonstrated familiarity, and prior experience addressing cybersecurity challenges in Kosovo, the Western Balkans, Eastern or Central Europe or similar regions.
- Demonstrated ability to build trusted relationships with partners, customers, lenders, service providers and investors.
- Excellent oral and written communication skills in English. Professional working proficiency or better in Albanian or Serbian is preferred.
Preferred but Not Required Qualifications:
- Prior leadership experience for USAID or USG-funded projects
