Tetra Tech is in the final year of implementation of the USAID Energy Security Project (ESP) to enhance Ukraine’s energy security, improve the energy legal and regulatory environment, and increase energy resilience to support sustainable economic development.
Tetra Tech is seeking short-term Closeout Specialists to close out the ESP contract. The Specialists will provide operational close out support during the last five months of the project working closely with the Deputy Chief of Party – Project Management, Home Office Director of Project Operations, and Project Manager. The Closeout Specialists will ensure all elements of the demobilization plan are actualized in accordance with USAID and Tetra Tech guidance. Successful candidates must be willing to travel to Kyiv, Ukraine for at least three weeks at a time.
The Specialists will:
- Undertake closeout tasks including audit of project files, coordination the disposition and transfer of project assets, deliverable tracking and organization, packaging of files, and other needs as relevant.
- Maintain and update the closeout tracker, assign activities in coordination with the field and home office, follow up with project staff, document completed actions, and convene closeout coordination meetings to discuss progress and address any challenges.
- Prepare for electronic archival of project files for upload to Tetra Tech’s electronic filing system and create an index of all electronic project files.
- Review and inventory project files to determine which finance, accounting and personnel records need to be retained in hard copy in-country in accordance with local law; and organize for storage and coordinate file packing.
- Coordinate the disposition and transfer of project property per the approved disposition plan.
- Review previous procurement audit reports and document that all open items have been resolved.
- Review the registration and tax filing requirement, and other compliance requirements with Ukrainian laws. Prepare plan to ensure compliance on each.
- Ensure that the project IT specialist has wipe cleaned all data carrying devices including computers, mobile phones, printers, etc.
- Ensure there is a termination plan for all remaining service agreements.
Minimum Qualifications Required:
- Bachelor’s degree in international development/studies, business administration or another related field.
- Five years of relevant project management and/or operations experience on USAID, MCC, and other multi-lateral donor projects.
- Previous relevant field experience leading the close out of USAID projects, specifically in country of project offices and implementing project demobilization plans.
- Knowledge of USAID and other federal rules and regulations.
- Excellent writing and communication skills and highly developed sense of responsibility and commitment to customer service.
- Good analytical and problem-solving skills.
- Ability to manage several tasks simultaneously and re-prioritize as necessary.
- Ability to work effectively under deadlines, both independently and as a team member.
- Advanced Microsoft Excel, Microsoft Word and Microsoft PowerPoint.
