The USAID – funded Enhance Activity, implemented by Tetra Tech International Development, is currently accepting expressions of interest for Chief of Party. This full-time position is located in the Activity’s primary office in Bangkok, Thailand.
Enhance is a five-year, US$16.6 Million contract currently in its second year of implementation. Enhance’s goal is strengthened citizen-centric local governance in Thailand, with the idea that interventions under Enhance will lead towards more accountable and responsive local governance, increase partnership among local stakeholders and Royal Thai Government (RTG) agencies in support of plans for innovation, and promote successful efforts for integration within other localities.
Position Description/Summary: The Chief of Party (COP) provides overall program direction and implementation for the Enhance Activity, including both technical and financial aspects. They will serve as the principal point of contact for USAID, the Royal Thai Government (RTG), and other key stakeholders. They will maintain and cultivate good professional and working relationships with RTG counterparts, local partners, other donor programs, and nongovernmental stakeholders. They will be responsible for identification and mitigation of program risks. They will ensure that Enhance results and lessons learned are shared with RTG and other stakeholders. They will be responsible for leading and monitoring the integration of GESI agenda within Enhance and for ensuring quality control, appropriateness, and overall responsiveness of technical assistance.
Responsibilities:
* Provide the overall leadership, strategic guidance, vision, and management to staff for successful implementation and compliance with USAID rules and regulations;
* Work closely with technical and administrative staff to ensure the integration of all technical areas as well as strong collaboration with donors and local counterparts;
* Meet contractual obligations, produce deliverables and targets, and achieve project results as specified by the client;
* Provide quality control of products prepared by the team and provide technical guidance to partners;
* Support and provide technical oversight of the grants process and cycle from inception to award, monitoring, and evaluation; and
* Communicate/work with key stakeholders at regional, national, and municipal levels.
Qualifications:
* Minimum master’s degree in social science, public administration, international development, or related field;
* Minimum 10 years of progressively responsible experience on USAID or donor-funded programs;
* At least 8 years of experience with democracy and governance, GESI, and citizen-centric programming in Thailand;
* At least 8 years of management experience;
* Demonstrated record of building relationships with RTG counterparts and other program stakeholders;
* Demonstrated commitment to customer service;
* English and Thai language fluency (oral and written) is required; and
* Only Thai nationals are eligible to apply for this position.
