Qualifications:

  • Bachelor’s degree in business administration, public policy, international affairs, or a related field is required. Master’s degree in related field is preferred.
  • Minimum eight years of experience in project management leading multi-disciplinary teams of analysts, and other personnel, including requirements gathering, design, implementation, and ongoing program management is required. Minimum ten years of experience is preferred.
  • Minimum ten years of experience required in at least one of the following:
    • Planning or implementing security cooperation programs.
    • Applying subject matter expertise in the following functional areas: developing assessment, monitoring, and evaluation strategies; designing tools for data collection such as survey instruments, data collection and reporting tools, analyzing the resultant data using quantitative and qualitative methods, organizational management of programs rooted in evidence, creating data visualization, and maintaining databases.
    • Working on a GCC or other senior-level DoD staff component and demonstrated ability to produce high-level planning documents for senior leaders.
  • Experience implementing change management is preferred.
  • Knowledge of the GCCs security cooperation portfolios and associated planning processes is preferred.
  • Knowledge of monitoring and data collection is desired.
  • Ability to align needed subject matter experts to identified requirements, such as logistics, human resources, capability gap analysis.

  • Ability to obtain a Secret Clearance is required.
  • Fluency in English is required.
